I quickly grasped when I moved here that a few things were different in the way people acted in public, and adapted accordingly, which wasn't necessarily always easy when you've been "educated" in certain habits. And yet in America alcohol is illegal under 21, but a large percentage of Americans aged frequently drink and get sloppy drunk, creating very unhealthy and unsafe situations driving while intoxicated, behaving entirely inappropriately. They're basically lumps of fat. Having said that, when you go to a country like Spain, no-body really bats an eyelid at who wears what or who is topless, because everybody is scantily clad. It's much too simple a reaction to call Americans prudes or refer them as "islamitic" attitudes is that a word by the way? Are there specific rules about topless in the States?

As for why girls have to cover their breasts and boys don't, just explain in a matter-of-fact tone that boys and girls have different private parts, much like they use different bathrooms and wear different clothes and swimsuits for that matter. During our visit to Spain late last year and early this year in France she noticed that many little girls at the pools and beaches who are the same age swam with only a bikini bottom.
